Safety First: Navigating the Complexities of Construction in a Live Airport Environment

LPL Construction Forecourt Security Build Stansted Airport

Delivering construction projects within a live airport environment is one of the most demanding challenges in the construction industry. Unlike conventional building sites, airports are secure, operational hubs that function 24 hours a day, 365 days a year. They support the movement of millions of passengers and thousands of staff, and any disruption can result in delays, security issues, or a compromised guest experience.

At LPL Construction Services, we understand this environment well. Our experience working in major UK airports has taught us that successful airport construction is not just about programme and delivery – it is about planning, compliance, safety, and working in harmony with multiple stakeholders.

As part of UK Airports Health & Safety Week, we are taking a closer look at what it means to deliver projects in such high-pressure environments, and how our teams have overcome the unique challenges these projects present.

What Makes Airport Construction Different?

Working within a live airport environment introduces a unique set of constraints and safety risks that demand a different level of foresight and control:

  • Live Operations: Work must proceed alongside uninterrupted passenger flows and scheduled aircraft movements.
  • Restricted Access: All personnel require vetting. Access to airside and secure areas is tightly controlled and monitored.
  • Logistical Complexity: Deliveries, storage, and material handling are limited by security protocols and physical site constraints.
  • Multi-stakeholder Engagement: Coordination with airport authorities, operational teams, security, and regulatory bodies is continuous and essential.

These factors significantly increase the complexity of planning and require a contractor to have both technical expertise and sector-specific experience.

Safety at the Forefront

Health and Safety are core principles in every LPL project, but in an airport, they take on an even greater significance. Projects must be delivered in a way that does not compromise public safety, disrupt operations, or affect critical infrastructure.

LPL’s approach includes:

  • Robust airside inductions and security checks
  • Foreign Object Debris (FOD) control measures
  • Real-time risk assessments and permit systems
  • Out-of-hours work scheduling to avoid peak periods
  • Separation of construction areas from public and operational spaces

The consequences of getting it wrong are significant, which is why our safety-first culture is fundamental to everything we do.

Manchester Airport – PP40 Enabling

LPL Construction Manchester Airport HBS Fit-out

A prime example of our capability in a live airport setting is the recent PP40 Enabling Project at Manchester Airport. This project formed part of a wider Terminal 2 baggage system upgrade and involved the repurposing of the existing terminal 2 internal spaces from Level 00 to Level 10.

The main contract was executed and the LPL team quickly mobilised its delivery teams. The scheme required the staged demolition and reconfiguration of various operational levels within the airport to make space for new baggage systems, screening functions, welfare areas, and remote screening rooms.

Key Delivery Highlights:

  • Project Team to design and build a new 2 x 2MW Substation, repurposing existing terminal space, providing resilient power to the airport for years to come.
  • Construction within active terminal areas, compliant with Department for Transport (DfT) standards
  • Installation of partition walls, building services, and high-spec fixed and loose furniture
  • Coordination of multiple trades and rapid first-fix M&E installations
  • Daily collaboration with airport operations and the client design team
  • Zero disruption to airport operations throughout the build
  • Design, Construction and Commissioning of new substation

The project was completed to plan and received high praise from stakeholders, including the client’s architect. It demonstrated not only technical expertise but also our ability to deliver complex upgrades within an environment where every action must be meticulously planned and executed.

Stansted Airport – Forecourt Security Build

LPL Construction Forecourt Security Build Stansted Airport

LPL was awarded a fast-track Design and Build contract to deliver a temporary forecourt security building at Stansted Airport. The facility, designed to enhance passenger screening capacity, was constructed from install of first structural steel elements within just eight and a half weeks. All during full airport operation and above the busy train station directly below.

Site Conditions and Constraints:

  • Located above a live railway station, adjacent to the bus drop-off zone and interfacing
  • Central Search remained operational throughout the build
  • Confined site with restricted access and limited laydown area’s

LPL developed a detailed logistics and communication plan to engage stakeholders and mitigate disruption. All intrusive works were scheduled around peak passenger flows. The site was initially made landside, and on completion, the building was separated into landside and airside zones to support new screening procedures.

The 825m² building was delivered to an accelerated programme, with both day and night shifts required to meet the client’s critical timeline. The outcome was a high-quality facility, delivered on time, on budget, and in full alignment with airport safety and operational standards.

Planning, Communication and Collaboration

Construction in a live airport environment requires more than just technical capability. It requires early-stage collaboration, adaptive scheduling, and continuous engagement with all parties involved in the airport ecosystem.

At LPL Construction Services, we ensure that:

  • Risk assessments are shared and signed off with airport safety teams
  • Logistics and access plans are coordinated in advance
  • Method statements reflect the unique operational and security needs of each location
  • Communication with stakeholders is open, structured, and responsive

These practices ensure that our teams can operate efficiently without compromising passenger experience or operational integrity.

Final Thoughts

Airport construction is as much about precision and professionalism as it is about physical building. Every project delivered within a live environment must be built around the principles of safety, minimal disruption, and effective communication.

Our work at Manchester and Stansted airports exemplifies what is possible when these principles are put into action. As we support UK Airports Health & Safety Week, we reaffirm our commitment to safe, intelligent, and collaborative construction across the UK’s aviation infrastructure.

At LPL Construction Services, we don’t just build – we deliver with care, compliance, and confidence.
